Goals and Objectives

Development Goal
Municipalities in the Doboj Region are relevant examples for good local governance in BiH, providing validated experiences for other municipalities, as well as contributing to the policy development on key topics of good (local) governance and the functioning of decentralized state structures.

As a long-term development goal, MDP shall contribute to the further development and consolidation of a coherent decentralization process in BiH. Even if the main focus is on local governance, MDP aims at making a contribution to the overall democratisation process and the economic recovery (including social cohesion and poverty reduction) in BiH. Working in both entities and fostering inter-entity and inter-ethnic cooperation and partnerships, MDP also aims at contributing to the reconciliation process towards sustainable co-existence based on mutual tolerance.

Project Goal
Selected municipalities in BiH are functioning in an increasingly effective, efficient,transparent, accountable and participative way, in conformity with the rule of law

MDP aims at supporting the partner municipalities in the Doboj Region within the existing legal framework in a change process towards good local governance adapted to the situation in BiH. MDP shall contribute to increasingly efficient, effective and transparent municipal authorities, which are accountable to their citizens. The civil society shall participate actively in the decision-making process on municipal level and be able to address their needs and problems to responsive municipal authorities.

As a first objective MDP is working on the elaboration, introduction and application of key instruments of municipal policy, municipal development planning and municipal management.


A second objective encompasses innovations and better or new mechanisms for the improvement of the citizens’ participation in local public affairs.


A third objective of MDP is focused on the exchange and dissemination of municipal experiences and good practices between the municipalities. At higher levels (entity, state) MDP supports policy developments for the improvement of the legal and institutional framework concerning municipal work.
